Croatia, Cyprus, Estonia, Finland, France, Greece, Latvia, Malta, Romania, Spain and Sweden let founders form a company fully online. Belgium, Bulgaria, Czechia, Germany, Hungary, Netherlands, Poland, Slovakia and Slovenia allows part of it online. The table has every country we cover.

What "fully online" means
The founder signs, files and pays through the state's own online service, with no office visit. The company still needs an address in the country where it is registered, and a business account.
Online is not the whole cost
A fully online route can still carry a state fee and a minimum capital. The cost table adds up what the law charges in each country. The notary guide covers the minimum capital too.
Under EU Inc.
Under the proposal, every EU Inc. procedure would run fully online by default. A founder could be asked to appear in person only where identity fraud is suspected. The proposal is not law yet. The 28th regime explained covers the whole text.
