It depends on the country. In Belgium, Czechia, Germany, Italy, Netherlands and Spain a notary is required. In Cyprus, Finland, Hungary, Ireland, Lithuania, Malta, Romania and Sweden no notary is needed. In Estonia it depends on the route the founder takes.

What a notary does here
A notary is a public official who checks who the founders are and signs off the company's founding papers, the articles. The notary's fee comes on top of the state's fee.
Minimum capital, the other entry cost
Minimum capital is the least money founders must put into the company. It is not a fee; it stays in the company.

Under EU Inc.
The proposal would let each country keep its own check on a new company: by an office, a court or a notary. So a notary step can remain under EU Inc. too, depending on the country. The proposal is not law yet. The 28th regime explained has the rest.
