Proposal — not yet law

On 10 September 2026 the European Parliament's employment committee (EMPL) adopted its opinion on the EU Inc. proposal. It is the second of two opinions the lead committee asked for.

What happened

Under the Parliament's procedure, one committee leads and others give opinions. For EU Inc. the legal affairs committee leads. The economic affairs committee gave its opinion in July. The employment committee gave its on 10 September. The lead committee can now finish its report.

What it means for a founder

Nothing changes today. The proposal is still a proposal. What the step tells a founder is that the file is moving at the normal pace of EU law-making, and that the employment side, the part that stays national under the draft, has been looked at by the committee that owns it.

What has not changed

No entry-into-force date exists. No company can be formed as an EU Inc. yet. Tax, employment law, social security and accounting stay national under the draft. The 28th regime explained covers the whole text.

What comes next

The lead committee votes on its report, then the full Parliament votes in plenary. The Parliament's file lists an indicative plenary date in October 2026. That is a forecast, not a decision. The record shows every step with its date.
