Proposal — not yet law

On 15 July 2026 the European Parliament's economic and monetary affairs committee (ECON) adopted its opinion on the EU Inc. proposal. A week later, amendments were tabled in the lead committee.

What happened

The legal affairs committee leads the file. It asked two committees for opinions. The economics committee delivered first, in July. Amendments to the draft report were tabled on 22 July.

What it means for a founder

Nothing to do. The proposal is still a proposal. The economics committee reads a file from the side of the economy and the single market. Its opinion feeds the lead committee's report.

What has not changed

No minimum capital in the draft. Five working days as the general rule, 48 hours and 100 euro only on the template route. Tax stays national. No date exists. The 28th regime explained has the whole picture; the EU Inc. page has the reading of the text.
